By design — a deliberate maker-checker control. Whoever requests a transfer can never be the one who approves it, so a single person can't both ask for stock and sign off on it themselves. A Tenant Admin is exempt from this specific rule, since they're already the top of the approval chain.
Dispatch is when the source's stock actually drops — the goods have physically left. Receipt is when the destination's stock actually rises — only once the receiving dealer confirms. Nothing is assumed in between; if it doesn't show up, the transfer can be rejected or cancelled instead.
